INTRODUCTION: The pursuit of equity of access to healthcare is a central objective of many
healthcare systems. Outpatient utilisation is one of the key drivers to equitable health
systems that promote wellbeing and improved health outcomes. Socioeconomic-related
attributes are strongly associated with risk of disease and mortality. Sabah continuously
recorded high poverty incidence. The aim of this study is to identify factors that associated
with outpatient utilisation in areas known to have high poverty incidence.
METHODS: A community face-to-face interviews were conducted in 25 kampung in one of
Sabah’s poorest districts. Characteristics of respondents and those who utilised outpatient
healthcare were described using descriptive statistics and logistic regression analysis was
performed to examine the association between the outpatient healthcare utilisation and
factors (predisposing, enabling and need characteristics) based on Andersen’s Behavioural
Model.
RESULTS: A total of 438 respondents were included in analysis. Prevalence of outpatient
healthcare utilisation in the last 2 weeks was 5.1%. Predisposing factors of education and
need factors of self-assessed health and health limitation; were significantly related to
outpatient healthcare utilisation. Need factors were observed to be the dominant factor.
Although some factors showed inequalities none of the enabling (e.g., income) factors
determines who gets outpatient care
DISCUSSION/CONCLUSION: The study showed that outpatient utilisation in Nabawan was
equitable since it is not determined by enablers such as income. These results may help
policymakers to continually address unresolved policy challenges especially how this pattern
has changed due to the COVID-19 pandemic.

INTRODUCTION: Since 1986, the National Health and Morbidity Survey (NHMS) has been
conducted as a population-based survey. However, only a limited number of studies focused
on behavioural and cognitive domains. The NHMS 2020 focused mostly on communicable
diseases, including dengue prevention and zoonotic diseases transmitted by dogs. The
purpose of NHMS 2020 for these two diseases was to gather data on the general population's
