relevant frameworks. Three frameworks were then selected, and their components were
chosen as the domains in our conceptual framework.
RESULTS: The conceptual framework consisted of two main domains, namely the personal
and organisational factors that influenced the time spent by DE in their daily task, including
diabetic care. The personal factors were further divided into multitasking, acquired skills,
knowledge and commitment. The organisational factors are workplace workload, leadership
support, local teamwork, supportive infrastructure, strategic health priorities, policies and
               practices.
DISCUSSION/CONCLUSION: This framework is used in the study design, a time-motion study
to describe the time spent by DE in performing diabetes care and a qualitative method to
explore the factors and challenges DE faced.

ID 93 USER SATISFACTION WITH PUBLIC HEALTH CARE SERVICES IN MALAYSIA: FINDINGS

INTRODUCTION: User satisfaction represents a proxy measure for the quality of health care
services. This study aimed to describe the overall level of user satisfaction with public health
care services in Malaysia and its associated factors.
METHODS: Data on satisfaction towards health care services (outpatient, inpatient, oral
health) utilisation were secondary analysed from the National Health and Morbidity Survey
2019. Responses on satisfaction were grouped to binary outcome variable where the highest
response “excellent” was coded as 1 and the rest as 0. Multivariable logistic regression
accounting for complex sampling design was performed to identify factors associated with
               the health care users’ satisfaction.
RESULTS: About 20.6%, 25.7% and 30.7% of the users rated “excellent” for their recent
outpatient, inpatient and oral health services at the public facilities respectively. Variations in
the satisfaction level were observed across states for all three services. The Malay ethnic
group appears the most satisfied with the services while Chinese were the least satisfied,
particularly for outpatient and oral health. The satisfaction level increases with increasing
education level of the user, particularly for inpatient services. Instead, the satisfaction level
decreases with deteriorating self-reported health status of the user.
DISCUSSION/CONCLUSION: Although Malaysian population generally had a decent
satisfaction level with the public health care services, variation does exist across population
demographic profiles, which could possibly due to different quality of care received or
difference in expectations. Further investigations upon such findings could contribute for a
better understanding on current health systems performance by identifying niches that may
               need further strengthening.
