DEVELOPMENT OF ASEAN

RECOMMENDATION ON

QUALITY HEALTHCARE IN

PRIMARY HEALTH CARE

This initiative was spearheaded by the Institute for
Health Systems Research(IHSR) in collaboration
with various divisions of the Ministry of Health
Malaysia within the Association of Southeast
Asian Nations (ASEAN) Health Cluster 3 entitled
‘Strengthening Health System and Access to Care’
with the assistance of Prof Niek Klazinga as the
World Health Organisation (WHO) Consultant.

It aims to develop the ASEAN recommendation
for policy and standards to strengthen primary
healthcare quality in areas of health facilities,
human resources and service packages. A
situational analysis on Primary Health Care (PHC)
capacity in ASEAN Member States (AMS) was
conducted in 2019. IHSR prepared the technical
report and jointly drafted the policy document
on the ASEAN Recommendation for Quality
Healthcare in PHC.

The technical report and policy
recommendation document are currently at the
process of review by respective AMS representatives
before finalisation for official endorsement.
An officer representing Malaysia had also updated
the progress of this initiative during the ASEAN
Health Cluster 3 Virtual Meeting held from 13 – 14
August 2020.
